THE ADMINISTRATIVE PROBLEMS AND TEACHERS’ PRODUCTIVITY IN SECONDARY SCHOOLS IN SIT UBIUM LOCAL GOVERNMENT AREA OF AKWA IBOM STATE

CHAPTER ONE

 

1.1   Background to the Study

Administration connotes planning activities performed by officials occupying higher level of management in government or other non-governmental organizations such as hospitals and educational institutions.

Administration in education implies the systematic arrangement of human and materials resources available in education and using them systematically for the achievement of educational objectives and goals. Administration in education also involves planning activities which aim at the fulfillment of the goals of educational organization.

Such activities include:

  1. Describing the task to be performed;
  2. Signing the task to be performed;
  • Motivating the person efforts;
  1. Co-ordinating the personnel efforts;
  2. Evaluating their performance.

Furthermore, the major concern today to most educational organization and institutions is that of teachers’ relationship with their work in terms of job satisfaction and teachers productivity in efficient achievements of the schools objectives. .the question now is “how the administrative problem does affect teachers’ productivity? What can be done to improve teacher’s productivity? The answer to these questions is not easy to come by in the face of these economic and political realities. During the national conference on mass failure in public examination held at Ibadan. In 1986, Omolewa said ‘I am glad to report that subject review committee identifies falling standards in education, poor quality of teaching and learning in schools, the huge student – teacher ratio and large classes.

The complain about the indifferent parent who are more interested in chasing contracts than in seeing to the educational foundations of their children, the existence of inexperienced and uncommitted teachers, absence of suitable libraries, laboratory equipment etc. This observation has been in existence and has formed part of almost all yearly and quarterly reports to educational planners. The failure to redeem these problems that affect teachers productivity and their correlates seem to have a sobering effect on the enthusiasm of teachers. It could therefore be argued that teachers would tend to achieve greater productivity and enhance professional contribution if they have satisfaction in their jobs.

There is a slogan that says, “The teachers reward is in heaven” it is now the saying of the past as teachers see the parents of the children being less committed in their own jobs. The teacher is the fundamental and indispensable agent in the development of the potentialities and ability of the society’s human resources.

This makes the teacher occupy a position of transcendental importance in the society and in domain of human resources development. Every attempt should therefore be made to see how best the teachers are encouraged so as to increase teacher’s productivity. The growing discontent about the job satisfaction of teachers can be seen from the regular studies that teachers organize the part time jobs that engage in so as to improve their situation, the rate at which they abandon their jobs for alternative jobs and in their choice of study when they register for further studies.

It is thus an indication that if they were given a choice to select jobs or recommend to their children what job to choose, the teaching job will not be a priority. These situations have no doubt created serious impediments in the level of teachers’ productivity in recent time. The failure of the ministries to adequately monitor productivity of teachers has remained an issue year’s debate.

The main focus of these studies is to find out the administrative problems affecting teachers’ productivity in secondary schools in Nsit Ubium Local Government Area of Akwa Ibom State. The ever growing discontent and low productivity causes a lot of stress to both parents and the society at large. The frustration by the administration to teachers are becoming more and more thereby causing an ever dropping level in teachers’ productivity.

It is in this growing falling level in teachers’ productivity that has caused this researcher to embark on this study to find out how the administrative problems affect teachers’ productivity in secondary schools in Nsit Ubium Local Government Area of Akwa Ibom State and to find out whether there are certain factors of jobs satisfaction that can directly be responsible for the improvement of teachers productivity.

 

1.2   Statement of the Problem

Over the years the level of teacher’s productivity has remained an issue too critical to both administration and society at large. The society has continuously remained in doubt as to what could be the major cause of such an ugly trend. Researcher have placed accusing finger on the administration of educational institutions. Research have been carried out in an attempt to remedy this situation, the result does not still look fruitful as the tradition of failure creeps into the problem.

This research looked into problem in the direction of the teachers. The research tried to blame the administrative problems, from the direction of teachers’ productivity. It is for this reason that this researcher sought to investigate on the administrative problems affecting teachers’ productivity in secondary schools in Nsit Ubium Local Government Area of Akwa Ibom State of Nigeria.

 

1.3   Purpose of the Study

The study is concerned with the administrative problems affecting teachers’ productivity in secondary schools in Nsit Ubium Local Government Area of Akwa Ibom State. The way different people perceive administrative problem is very vital in the working of any organization in the secondary schools where the teachers are important instrument of achieving the school goals. The administrative problems could affect their attitudes to work.

The purpose of this study is therefore to find out:

  1. Availability of funds influences teachers’ productivity in secondary school.
  2. Availability of qualified teachers influences teachers’ productivity in secondary schools.
  3. Regularity of salary influence teachers’ productivity in secondary school.
  4. Conflict resolution strategies influence teachers’ productivity in secondary schools.

 

1.4   Research Questions

  1. To what extent does availability of funds influence teachers’ productivity?
  2. To what extent does availability of qualified teachers influence teachers’ productivity in secondary schools?
  3. To what extent does regularity of salaries influence teachers’ productivity in secondary schools?
  4. To what extent do conflict resolution strategies influence teachers’ productivity in secondary schools?

 

1.5   Research Hypothesis

From the research questions posed above, the following null hypothesis (H0) will be tested.

  1. There is no significant influence of availability of funds on teachers’ productivity in secondary schools.
  2. There is no significant influence of availability of qualified teachers on teachers’ productivity in secondary schools.
  3. There is no significant influence of regularity of salaries and teachers’ productivity in secondary schools.
  4. There is no significant influence of conflict resolution strategies on teachers’ productivity in secondary schools.

 

 

 

1.6   Significance of the Study

The study x-rayed some administrative problems affecting teacher’s productivity in secondary schools. The researcher feels that the result of this study, if properly utilized will be useful to the Nigeria school system in general and Nsit Ubium Local Government Area of Akwa Ibom State in particular.

The findings will help the state ministry of education in their choice of administrator to secondary schools. The findings will also furnish principals with the useful information that will enable them solve administrative problem affecting teachers productivity in secondary schools. It might hopefully expose principals and staff of schools to the fact that good administration is a necessary condition for the improvement in the level of teachers’ productivity and effectiveness in teaching.

Finally, the findings of the study could act as a guide to students in higher institution wishing to carry out further research in this area. Thus, the study will be of useful benefit to the society and administration of secondary schools.

 

1.7   Assumption

The assumption for this study can be seen as follow:

  1. Availability of fund affects teachers’ productivity in secondary schools.
  2. Availability of qualified teachers influences teachers’ productivity in secondary schools.
  3. Regularity of salary influence teachers’ productivity in secondary schools.
  4. Conflict resolution strategies influence teachers’ productivity in secondary schools.

 

1.8   Limitation of the Study

This study was constrained by the following factors:

The acute shortage of time did not allow for deeper penetrating research work and elaboration on the scope of study due to the fact that I had other academic work to attend to.

 

1.9   Scope of the Study

This study was limited to Nsit Ubium Local Government Area of Akwa Ibom State. This was because of the limitation in time.

 

1.10 Definition of Terms

This involves the definition of certain terms according to the sense in which they are used in this study. The various terms used in the study are thus,

Administration: Administration in education involves planning of activities which aim at the fulfillment of the goals of educational organization.

It involves the management of human and materials resources and programmed available for education and carefully using them systematically for the achievement of educational objectives.

Problems: The concept of problems implies difficulties; the difficulties might be basically on the personal attitude towards compliance to authoritative policies.

Productivity: Degrees of labour efficiency and the rate at which good and services are produce
