CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND TO THE STUDY
The Effect of Personnel Training and Development on Crime Prevention in Nigeria is an essential tool in the enhancement of human resources capacity of any organization. Niger ia gained independence in 1960 that is about fifty-four (54) years ago, but the country is still struggling to make both ends meet. Nigeria is a county that is blessed with abundant natural resources and human beings. Yet, the country lacks the required strategies to ensure its efficiency and effectiveness in order to provide employment for its citizens that will have reduced high rate of crime in the country. Personnel training as a concept is a process of orienting and educating employees (workers) in the work place. In many cases, this form of training is closely associated with entry-level education that helps to prepare need of employees on the work they will do. Alternatively, personnel training involves continuing or remedial education opportunities for long-term employees. In many cases, staff that is devoted to the task of personnel management and training usually develops the training policies and procedures.
The issue of personnel training is aimed at reducing the high rate of crime in the country by inculcating good values to them. This has translated into a state of perpetual poverty, threat, a condition, which characterized a greater percentage of the Nigerian population today, has increased immensely, and this has grossly affected the socio-economic development and advancement of the country. Crime is prevented among the un-educated or semi-illiterate and even the educated but over the years millions of Nigerians who are highly educated including university graduates now roam about the street without job. The rate of crime in Nigeria can be attributed to the lack of personnel training and development among the youth, who now seek unconstitutional means of meeting their daily needs and wants. This and other social implication of personnel training on crime prevention in the society are the main focus of this project work.
1.2 STATEMENT OF THE PROBLEM
There has been shocking headings in our national daily newspapers on the activities of men of underworld. For instance, a graphic newspaper on May 2nd, 2014 reported the killing of Dr. Ibrahim Shehu, the former chaplain of Niger State Polytechnic. The problem that promotes this project work emanates from the fact that, Kulah (2001) said ‘’an idle mind is the devil’s workshop’’. Therefore, when people are not well informed about the effect of crime, it will definitely affect the well-being of such persons. According to kulah (2001) the effect of crime on nation building, several youth in Nigeria who should have contribute to the Gross National Product and Gross Domestic Product of our economy, instead, they indulge in the killing of top business operators. All these losses led to crime and other social vices that are unquantifiable. It is on this basis that research becomes very necessary at this present time.
1.3 OBJECTIVES OF THE STUDY
This research work is done with the aim of achieving the solution to the problem of crime and these are under listed below:
To establish personnel training and development as a solution to the problem of crime
To examine the nature and the causes of crime in the country.
To ascertain the socio-economic problems in Nigeria
To strategize plans on how the problem of crime can be solved.
1.4 SIGNIFICANCE OF THE STUDY
Crime is a major concern of every body in Nigeria, because there is no community where problem does not exist. In line with the above statement, this research work is not just an academic purpose but it is designed to be of good benefit to the following categories of people in the society.
To future researchers: Students from universities and polytechnics that may have related research topics can use this research work as reference material. The research work can also be used for assignment and general knowledge on the consequences of crimes.
Top policy maker: Our policy makers in Federal, State and Local Governments need the recommendations that will come up at the end of this research work which will enable them to make good policies that will ensure the reduction of the present high rate of crime in the country
