ABSTRACT

This project death extensively on refuse disposal management in Enugu State with a particular reference to Enugu State Environmental Protection  Authority (ENSEPA), Enugu.

This research project is aimed at identifying the problems militating against efficient performance of ENSEPA and suggest solutions. The research project is eminent now that the country is aimed at health for all by the year 2000 AD.

The research project is to find out among others: –

(i)            Why ENSEPA is not performing creditability?

(ii)          Whether ENSEPA can generate enough fund to enable them keep Enugu metropolis clean?

(iii)         How government has been helping ENSEPA towards achieving this height.

The researcher made use of the percentage and tabular method in analyzing data. For better comprehension, the project is written in chapters.

Chapter 1, dealt with the introduction of the topic, will chapter 2 dealt with the literature review of wastes disposal management. Chapter 3 dealt with the conclusions, recommendations and data analysis.

The researcher also include appendix to drive home his points.

CHAPTER ONE

INTRODUCTION

This study is aimed at discussing how the Enugu State Environment Sanitation (ENSEPA) has been battling to rid off our streets the heaps of refuse that now litter our neighbourhood. It focuses on how ENSEA has been getting rid of these refuse, what it costs them to do it and the impediments they have been encountering.

This study particularly dealt on solid waste (refuse) disposal. It is not involved with the chemistry of waste treatment, recycling or any other means of waste management.

Nevertheless, in ‘70s’ there was a method of disposing off these refuse generated daily by the households. Such work was the exclusivejob of the urban municipal councils. These refuse were dumped in strategically mapped out location, where they were eventally evalcuated by the urban municipal council workers. By then, our streets were beautiful looks and reports of outbreak of environmental prone diseases were less. But since the inception of Austerity measures by the Alhaji Shehu Shagari regime in 1982, the reverse became the case. The prevailing condition of affairs in the country turned the goals and aspirations of Nigerians to means of survival. Since then, he efforts channeled towards beautifying and keeping the streets clean continued to dewindle.

Although the structures constructed in the secenties for this purpose are still there, they suffer great dilapitation due to mismanagement and lack of spare-parts to keep them in good order. The resultant effect is what we now see; un-attended to heaps of refuse, refuses blocked-roads and drainages, out-break of epidermics and low productivity out put leading to a decrease in Gross Domestic Product (GDP).

1.1       BACKGROUND OF THE STUDY

The Anambra State Environmental Sanitation Authority (ASESA) emanated out of the programmes of was Against Indiscipline (WAI) which was founded by the General Buhari Idiagbon regime. It was a government establishment set up to handle the collection and disposal of wastes.

Its emergence obtained government support under the edict No. 14 of 1934 and was later changed to a parastatal through No. 11 of 1985 (Agbo 1991:5). Resulting from the creation of Enugu State in 1991, it was renamed ESESA. Its main job as contained in the statute is to assist the populace of Enugu State in keeping their environment clean. This they do by embarking on house to house, street to street collection household refuse and properly disposing of these refuse. In the  mid eighties, collection centres were built in strategic locations to ease the collection and disposal of refuse by Environmental Sanitation workers.
