REVENUE GENERATION IN LOCAL GOVERNMENT IN AKWA IBOM STATE(A CASE STUDY OF EKET LOCAL GOVERNMENT AREA)

  ABSTRACT

 This research work was on Revenue Generation in Local Government in Akwa Ibom State using Eket Local Government Area as a case study. The methodology used for this study was the convenient sampling technique which included the primary and secondary source of data collection. A well construct questionnaire was used for data collection. Fifty staff of the Local Government Internal Revenue Board constituted the srtudy sample. Findings of the study showed that the greater part of revenue in Eket local government area is the main cause of how revenue generation in Eket and Eket that local government area can boost their revenue generation through tax payer enlightenment campaign. It was recommended among others that local government should strive towards improving internally generated revenue and encouraging transparency and accountability in their management structure.

INTRODUCTION

1.1  INTRODUCTION

Local government administration has generated a lot of interest in recent year because of the tremendous impact and influence the local government have exerted on the general life pattern of the citizen, particularly in the rural areas where majority of people reside. Majority of Nigerians are intimately affected by the activities of local government on daily basis, be they in the rural or urban areas. The fourth schedule to the constitution has spelt out in great detail the functions of local government which among other thing include, the economic planning and development of their area, collection of rates, establishment and regulation of market, provision of infrastructure such as roads, drain etc. However, the aforementioned function can only be performing when the revenue is available and sufficient.

It is necessary to state that local government have different be inflexible source of revenue. The revenue is to be utilized for the statutory functions as embedded in part 1 section 27 and 28 of the decree 15 of 1989 and which cut across economic, social regional and administrative sectors.

The idea behind the creation of local government in Nigeria came up as the need arose to bring the government nearer to the people to provide the people a platform to conduct their own affairs in line with local needs.

1.2  STATEMENT OF THE PROBLEM

For any local government to excel in its primary function to providing essential serviced to the people of her locality, there is no doubt that she needs a sustainable revenue generation.

However, the performance of any local government in Nigerian vis-a-via there is income generation is poor below expectation, Eket local government area not an exception in this respect.

Observation across Eket local government area shows that the local government has not really lived up to expectation in providing social and essential services because of its poor function. This is due to the problem associated with revenue generation in local government area. This research is therefore designed to address such problems. However, it is of this that my student of problem was and at. That is to examine the exact of revenue function and how such mine generation can indict effectively on the problem of that local government. Aspirations, resource and custom which they alone understand better certain essential service to the people in locality.

Therefore, the major concern of the project is to assess revenue generation in Eket local government area, if problem and prospects.

1.3  OBJECTIVES OF THE STUDY

The objectives of the study include:

  1. To determine the sources of revenue generation in Eket local government area
  2. To find the problem associated with revenue generation in Eket local government area.
  3. To identify the courses of low revenue generation in Eket local government area.
  4. To ascertain efforts being made byb Eket local government area towards boosting her income generation.

1.4  RESEARCH QUESTIONS

On basic of the problems, the following research questions were developed.

  1. What are the sources of revenue generated in Eket local government area?
  2. What are the problems associated with revenue generated in Eket local government area?
  3. What are the causes of low revenue generated in Eket local government area?
  4. What efforts are being made by Eket local government area toward boosting her revenue?

1.5    SIGNIFICANCE OF THE STUDY

  1. The result of the study will provide the basis for developing various ways to improving revenue generated in Eket local government area and in other local government in Nigeria.
  2. ii. The study will also reveal the extent to which an improved revenue generated wil impact on our democratic setting.

iii     It would also serves as a reference material to other students interested in researching further on the topic.
