CHAPTER ONE

GENERAL INTRODUCTION

BACKGROUND OF THE STUDY

          Elections are understood to be the key mainstay of democracy all over the world and voting is one of the electoral routes that ensure the sustenance of democratic system in any civilization. Voting is the process that allows the general public or the people choose their leaders and articulate views on how they will be governed. The veracity of democratic system is primary to the veracity of lection itself consequently the election system must be satisfactorily secured to survive a range of fraudulent behaviors  and must be sufficiently translucent and comprehensive that voters and candidates can accept the outcome of an election. Unsurprisingly, history I littered with examples of elections being maneuvered in order to change their outcome.

Many parts of Nigeria have experienced set backs which have led to the destruction of both lives and property, simply because the rule of the game was not adhered to, and so political violence, unhealthy politicking have been the order of the day. People usually wanting to impose themselves on the voters, so they use all sorts of means to get into office. And this has continued to cause a lot of harm and has made the citizens poorer in spite of the abundance of natural and human resources in the country.

On May 29, 2009 Nigeria celebrated a decade of democracy. Many Nigerians said it was not worth celebrating, because our electoral system is a flawed exercise. Our political and electioneering process is branded with so many irregularities ranging from ballot box snatching stuffing of ballot boxes, political killings, using of political thugs it harass opposing candidates and finally weak electoral Acts. This mainly, is due to the fact that electoral processes in Nigeria are done manually and the result of such manual electoral process inevitably produces questionable electoral results.

It is in this context that the dissertation will be discussing the desirability of introducing a system of e-voting that is geared towards promoting transparent and accountable voting. this study will explore the principles underlying elections and will be investigating options for the design and analysis web based biometric voting system. New voting methods may improve the electoral system, increase voters’  participation, solve queuing problems, reduce costs, facilitate earlier availability of electoral results give more options to voters, and enable them to vote wherever they event. The study will explore motives in design and analysis regarding the implementation of WBVS (web based voting system) in Nigeria.

Therefore, this research will provide options, design and analysis electronic voting system should be introduced in future.

Over the last years, there have been a number of election commentators who have suggested electoral organizations should introduce electronic young system. a general observation is that as more business is done using electronic mediums (ATMs), and purchases over the internet), it should not be difficult to a web-based biometric voting system using electronic equipment rather than turning up at the polling place on election day to use paper, ink and pen the WBVS should be cheaper than the present paper based arrangement of Independent National Electoral Commission (INEC) the phenomenal use of the internet as a vehicle for improving commucnaiton, access to information and electronic commerce has led to the claim that the internet  could be used as either a replacement to the present voting system or as an additional voting system option.

 

PROBLEMS STATEMENT

Problems in the current voting system such as

  1. Policies are not noted as major contributing factor in this regards by forcing people to vote where they registered.
