Abstract

This study interrogated the Nigeria Union of Local Government Employees (NULGE) and third tier administration in Rivers State, between 1999-2014. The study was guided by the following objectives-first: to establish if, NULGE monitoring of the application of the dedicated funds for staff training enhance human resource development of workers in Rivers State. Second, to determine whether the struggle by NULGE to improve working conditions enhanced favourable salary regime and promotion for Local Government staff in Rivers state within the period of the study, and three, to ascertain whether the institutionalization of Government-NULGE partnership in local government administration accounted for the improved scheme of service for workers in Rivers State between 1999-2014. We adopted the Theory of Industrial Relations and utilized quantitative method to generate the primary data from questionnaires administered on target population and further used qualitative method of data collection to glean data generated from observational methods and secondary sources. The study revealed that
the monitoring of the application of the dedicated funds for staff training by NULGE enhanced human resource development of workers in Rivers State. Again, the struggle by NULGE to improve working conditions enhanced favourable salary regime and promotion for Local Government staff in Rivers state. Finally, it was revealed that the institutionalization of Government-NULGE partnership in local government administration accounted for the improved scheme of service for workers in Rivers State
between 1999-2014.
