CHAPTER ONE

1.0     Introduction

 

Rural development through industrialization is found in every nook and corner of Nigeria. Rural industries provide employment opportunities and subsequently income for the rural dwellers. It also encourages individuals to forge ahead in establishing and managing industries especially those that utilize local raw materials. In a bid to boost industrial development in Nigeria, the government established the Nigeria Industrial Bank for commerce and Nigeria Industrial Development Bank to offer small and large scale industrial development loans to industrialist. In this study, the researcher intention is to sough, and know how to Manage Rural Development through industrialization in Ibiono Ibom Local Government Area in Akwa Ibom State, Nigeria.

The research seeks to know what limitations and problems the rural industrialization is faced with. Also advice ways that rural dwellers will easily be reached, which is the best channel of communications method that will be able to reach the rural dwellers in the local government area at the right time and at the place. In managing rural development through industrialization will be improved if and only the management and workers of the industries would increase the quality of their product. At same time, assisting the local government to provides some essentials social services.

1.1     Background of the Study

The local government reform of 1976 introduce a uniform system of local government, the primary motive is to take development direct form the center to the people at the rural areas through the local government. Hence, the same reform 1971 describes local government as a tool for rural development some of these motive are the conscious attempt of the federal government to involve people in the governing of their rural affairs through which the human and material resource of the rural dwellers can be effectively mobilized, tapped and advance into industrialization process.

Since Nigeria started existing as a nation, development has been taking place especially in the urban areas. For the fact that man often craves for what is good, it is often true that people usually rush tom urban areas where there are provision for the comfort and welfare of men by ways of social amenities and the infrastructural provisions. This exodus of people is necessitated by the fact that rural areas are often neglected in terms of development but those who rush to developing (urban) areas to have forgotten that there are the bases, the beginning and also the terminal destination.

Odenigwe (2010:4) postulated that the rural sub-section of the economy is endowed with abundant natural resources unharnessed, if for this to be harnessed towards require integrating the rural people in rural development exercise through the provision of small sale industries of different types. He defines industrialization as an integrated process of development industries that would extract, manufacture or convert raw materials into finish goods and services.

Spices (2008) assert that industrialization embraces the means by which men controls or modifies his neutral environment. It is the major means of people adjusting to environment. It has to do with techniques and tools with which people utilize the natural resources of their environment to satisfy their various needs and desire.

Industrialization is of course all application of practical or mechanical science to industry or commerce, it is a technical know-how, scientific ideas, information, body of knowledge, material or goods and services capable of being systematic and sequential in the generating communicable and adoptable tom apply it to a given economic, political, social and cultural milieu.

Today, industrialization embraces a body of organized knowledge, tools and mechanics used by men to manipulate his environment to satisfy his basic needs. It is on this platform that the subject matter managing rural development through industrialization was drawn. In managing rural development, the basic role of management is to plan, and organize that managers lead other that plan, manpower rather than direct, pattern or rather than organize and assess rather than control.

The effectiveness if management arises from leadership effort towards the simultaneous creation of co-operative and learning to facilitate and implemented the support of rural and national development through the effective utilization of resources for the benefit of mankind.

1.2   Statement of the Problem

        One of the main reasons for creating local government is to bring development very close to the people in the rural areas. However, the problem here is that this noble objective is not being put into practice or being really actualized. There is a problem of technology and job, our industrialization process is characterized by lack of infrastructure and intensive use of human labour, obsolete technologies and high dependence on imported technologies. The consequences of these control over decisions on what technology to impact low level of local initiative in indigenous scientific and innovative capacity and perpetuation of the cycle of poverty among the rural people.

A number of opposed and programmes has been proposed and implemented by the government towards reducing or eradicating technological dependence and other associated issues in rural development. Some of the programmes failed even is rural development. Some of the programmes failed even before the implementation, while some have failed to yield the desired result. All the programmes have been based on the transfer of technology from developing stages. Those strategies have not worked because a lot of the technology being transferred is not appreciated to our environment; policies suffer for ineffective implementation principle because it is no inbuilt capacity to address wrong implementation principle because it has no inbuilt capacity to address wrong implementation.

1.3 Objectives of the study

         The objectives that made the researcher go into this topic are as follows:

  1. To investigate ho authorities concerned have managed rural development through industrialization.
  2. To find the easiest or shortest way of improving the raw material in Ibiono Ibom Local Government Areas.
  • To find way or strategy that can help eliminate or eradicate the cycle of poverty among the rural people
  1. To review industrialization process undertaken in the past and present in the Local government with a view to see it as a stability otherwise.

Industrialization in Nigeria which in return will bring about an immense cash value to the industries with particular references tom Ibiono Ibom Local Government Areas. It is as well hoped that this research work will definitely enlighten and be beneficial to the society and the rural dweller of the Local Government Area. In addition, it will; bring about more noticeable contribution and improvements to both the rural areas and the urban areas nationwide to know their problem and limitations.

Furthermore, this study will serve as a means tackle most of the inherent problem effectively; thereby bridging gap in rural urban migration, developing rural setting implies developing the society. The implication being that the society standard of living would improve, employment will be generated and investment created mean while policy makers through this study would understand why it is necessary to promote industrial project and the leadership effort are needed to pioneer industrialization process.

1.4   Research Questions

  1. To what extent is rural development scheme successful in Ibiono Ibom Local Government Area?
  2. What are the factors militating against rural development especially in industrial development?

iii.    Can industrialization promote human and material development?

  1. What types of industry would be preferred for Ibiono Ibom Local Government Area?

1.5     Significance of the study

          The significance of the study is to achieve a greater success in contributing to the title the researcher can if not a great deal in solving the process, faced in managing rural development through industrialization.

Finally, though the researcher restricted the study to Ibiono Ibom Local Government area  of Akwa Ibom State, the result of the finding will be immense benefit to all Local Government Area in Nigeria as well as students concluding similar research work on the same topic or related ones.

1.5     Scope of the study

          The scope of the study is the research boundary it covers the rural development and how it can be managed through industrialization process. The focus area is Ibiono Ibom Local Government Area of Akwa Ibom State is to identify factors militating against the provision of rural physical infrastructure, rural social infrastructure and rural farm infrastructure and as well as enabling environment for business to flourish.

1.6     Limitations of the study

          In the study of this nature, one would like to accumulate data from many areas, but in view of length of time allowed for this research, such a wide range sample study was difficult. The research, therefore concentrated on field work in Ibiono Ibom Local Government Area. The choice of local government Area was based on the time factor allowed and upon practical consideration including the fact the researcher knows almost everything; there were many other problems that stemmed up during the research work in which some of them are as follows;

Financial Constraint: As a student, there was not enough capital to spend in transport and fact finding and borrowing of necessary literatures that would have helped in the writing of this research work.
