  1. Introduction

Insurgency is a challenge to worldwide peace and security in this 21st century given that it is the highest contributor to humanitarian crises. This is evidence through the rise in human fatalities, refugee disasters, food insecurity, IDPs and spread of various diseases [1]. In most part of northern Nigeria, the activities of insurgency have motorized communities to abscond from their traditional place of abode to various IDPs camps across northern Nigeria.

By 2014, the camps for IDPs were experiencing high level of security challenges such as kidnappings, stealing, and rapes on daily basis which is a threat to IDPs; consequently the government is concerned about how to manage and secure these camps, and the difficulties in sharing of aids to IDPs by the donor agencies. [2], has observed that the security challenges in contemporary Nigeria has forced large number of Nigerians to be vulnerable and susceptible to all kinds of exploitation, abuse, and neglects. Many have been rendered homeless in north-east Nigeria, the present numbers of IDPs camps in Nigeria shows that the Federal, States and local governments together with host communities have suffered from the effect of security challenges in the North.  [3], reported that with the effort made by Nigeria government IDPs continued to face hash condition in the IDPs camps. He further states that the armed groups engage in violent attacks on these IDPs, resulting to the death of many of the IDPs.  [4],of the problems faced by IDPs in the camps, insecurity ranks among the highest being the origin of their displacement. Living in the camps has not made them immune to rape, shootings, suicide bombing and random attacks from Boko Haram.
