INTRODUCTION
1.0 Background To The Study
Indeed, the basic rational for the existence of government in every sovereign state is to protect the lives and properties of its citizenry as well as provide essential services that will better their living condition.
in federal system of government, the maximization of the welfares of its citizenry at degree of decentralization of function from the local government, in order for the for the welfare of the people living in the rural areas to be effectively managed and efficient service delivery ensured, nations especially the newly independent one have embarked on reformation of their local government. thus, Nigeria is not exclusive.
in 1976, Obasanjo’s administration reviewed local government nationally to enable it handle the affairs of its locality, generate revenues internally and receive allocation from both federal and state government which was given in 1979 constitutional reorganization local government in Nigeria eventually became an agent of development in new states (nations).
Despite all these reforms local government in Nigeria suffered a huge set back as a result of mismanagement of funds, lack of autonomy accomplished by the frequent intervention of the state government into the affairs of local government which immersely contributed to the problems of local government in Nigeria.
1.1 Statement Of The Problems
The aims of the local government was to make appropriate service delivery and development to the rural area but has noticeable failed in their constitutional responsibility. They are generally classified as been improductive in their functions.
inadequate financial base has been frequently identified on the cause of the inability of local government in Nigeria to perform it’s duties.
frequent intervention of state government into the affairs of local government coupled with lack of autonomy are among the factors that are causing malfunctioning of local government .
state/local government jointly owned account in section 162(6) exempted local government from receiving its own portion of federal allocations directly.
lack of skilled manpower are rampant among local government staff, some staff in the local government were illiterate. all these problems stated above prompted the researcher into study.
1.2 Purpose Of The Study
The general purpose of the study is to ascertained development with reference to Dunukofia local government.
the specific purpose includes
1) To access the effort of local government in rural development in Dunukofia local government area.
2) To determine factors militating against local government in the development of rural areas.
3) To ascertain the impact of local government autonomy on rural development Dunukofia L.G.A.
1.3 Research Questions
1) What are the effort of the local government in rural area development of Dunukofia L.G.A.
2) what are the factor militating against the development of rural area.
3) what impact will local government autonomy have on rural development in Nigeria.
1.4 Statement Of Hypothesis
1) Hi: There are effort of local government in rural government
Ho: There are no effort of local government in rural government well in rural development.
2 Hi: There are factors militating against local government in rural government.
Ho: There are no factors militating against local government in rural development.
3 Hi: There is a significant impact of local government in Dunukofia L.G.A.
Ho: There is no significant impact of local government autonomy on rural development in Dunukofia local government area.
1.5 Theoretical Framework
The structural functionalist approach is used to analyse the problem in rural development.
According to A.G Almond and James Coloman (1970). the development of approach in political science owns much to the work of Gabriel Almond. He identifies certain basic futures which he considers to be common to all political system. first, all political system have political structures, that is the existence of more or less enduring pattern of interaction.
Secondly, all perform the same function though the frequency of the performance of these functions and the kind of structures performing them may differ from one political system to another. (Almond 1970), he also moved into identifying two basic function which a political system must perform, the political system encompasses what goes into the system (the input dimension) and include political socialization, interest articulation interest aggregation and political communication. the government function or the output dimension include rule making, rule application and rule adjunction.
In this respect, local government is a sub unit of system in Nigeria political structure and for local government to be able to mobilize the people to contribute meanfully in solving the problem of rural populace, it is therefore imperative for the both Federal and State government to work hand in hand with local government. The federal and state government will be means affect the performance of local government negatively in the process of rural development budgeting which form the basic principles of this approach.
1.6 Significance Of The Study
The study is significance because it will help to find solution to the problem of local government in rural development. The rural dwellers who are interested in the development of their communities will find the research work useful.
The finding will also serve as a reference material for future research scholars in the field of administration.
This study will also serve as a guide to administrator/practitioners.
1.7 Scope Of The Study
The role of local government in rural development, a study of Dunukofia local government area of Anambra state.
1.8 Limitations Of The Study
During this research work, a number of problems were encountered. These includes:
FINANCE: In view that the researcher is a student, the amount of money used in carrying out the work is enormous, the researcher managed the available finance properly.
TIME FACTOR: The amount of time needed to carry-out a wider researcher work was limited therefore making the researcher to manage the available properly.
TRANSPORTATION PROBLEM: Moving to search for materials and to distribute and retrieve questionnaires was a big problem to the researcher, due to vastness of the area of study, therefore the researcher has to curb the movement by applying some techniques (using one stone to kill many birds).
1.9 Definition Of Terms
DEVELOPMENT: This is level of physical environment, social political and economic growth or civilization of the people.
RURAL: This connect the interior or remote part of the local government which the central government wants to develop by creating local government.
GOVERNMENT: This is the agency of the ruling class which is charged with the responsibility of exercising the state power on behalf of the people.
RURAL DEVELOPMENT: This is a social process by which any group of people or a society mobilizes and utilizes all resources, human and material available to it for the purpose of transforming its social physical environment for the better, and improving the quality of life of its members through increase production of their needs and equitable distribution of such needs.
AUTONOMY: This is the right or state of self government or possession of power to governs oneself.
