1 INTRODUCTION

Background of the Study

According to the Federal Ministry of Education, as at 2004, the population of Nigeria secondary schools stood at one hundred and eighteen thousand, two hundred (118200) secondary schools while that of Imo state showed a total number of two hundred and five (205). Owerri Municipal council had about seven (7) secondary schools, with a population of Seven thousand, six hundred and fifteen (7615) students.
