ONE:
This includes an introduction into the research topic, its aims and objectives,

TWO: This involves the review of literature materials concerning the research project
topic.

THREE: Gives a description of the existing
system, the facts funding method employed for the research, the input and
output process, problems of the existing system, justification for the new
system and diagrams such as the information flow diagram and organizational
structure.

FOUR: This chapter describes the design
standard, input and output specification and design, system, software and

ABSTRACT
This
project is designed for the implementation of an online pension I gratuity
processing information system and also to evaluate whether or not the
application of a general management of the pension scheme in government
institutions. In order to be able to counter some of the problems identified
with the existing system. The researcher after a thorough examination of the
old system came up with a design standard that will manage the whole system
effectively while reducing errors due to computation. Although during the
research work, certain problems encountered kept the research work on a limited
ground. The researcher was able to achieve a good result which is recommended
that the application of the new solution to the pension scheme management
should be effected by the government in order to meet future obligations to its
ageing population and ensuring their comfort after retirements.

INTRODUCTION
Pension
as a scheme is designed to cater for the welfare of the personable retired
worker who had for long gained global recognition and acceptance. Workers
generally whether those in the public and private sector are expected to live a
comfortable life devoid of any form of dependency after their successful
retirement from active service. The working lives of employees move
continuously towards a certain direction i.e from employment, to growth, to
retirement. While some are fortunate to save enough money to tale then through
the retirement period or the “rainy day”, majority leave the service with
little or no savings at all. Ideally there, governments and organizations need
to identify a way of accommodating and adequately rewarding employee’s past
efforts, through organized pension plans, so that they can achieve the goals of
their existence (Rabelo, 2002).

STATEMENT OF PROBLEM
Managing
and administering pension funds have continued to pose a major challenge to
governments in Nigeria, and most of these challenges have made the existing
pension schemes ineffective and inadequate. Pensioners who are mostly aged
people pass through a lot of stress before they finally receiver their pensions
allowance while some receive allowances are short of its supposed amount due to
errors emanating from manual computational process. Despite the enactment of
the pension Reform Act, June 2004 by the Federal government, why is the
administering of pension funds still a challenge to the Edo state government?.

AIMS AND OBJECTIVES
The
study is aimed at proving a software based solution to the management lapses
identified with the present productivity measurement system. Other objectives
include:-
- Produce
a frame work for maintaining huge and reliable, efficient and effective as well
as easy to use but highly secured
database system
- Reduce
by more than 80% the over reliance on manual paper work and save more physical
space.
- Eliminate
the prospect of error due to omission and/ or commission during productivity
measurement

PURPOSE OF THE STUDY
The purpose of the study is to carry out a verifiable research on the need for, and importance of an information system for measuring labour productivity in Edo State government with a view to recommend the most efficient, effective and reliable system or tool to achieve the above objectives.
