This study carried out an assessment of Rural Water Supply Management in Akwa Ibom State. A case study of Akwa Ibom State Rural Water Supply and Sanitation Agency. The study adopted a survey research method while the convenience sampling technique was used to select a sample size of twenty respondents. Instrument for the study was a self-developed questionnaire which was personally administered by the researcher, data was analysed with the use of descriptive statistics which involve the use of simple percentage and frequency of tables. The findings of the study revealed that the benefits of rural water supply management to the rural communities are that, it saves time and energy, it reduces sickness, It saves cost of getting portable water. That the challenges of rural water supply management to the rural communities include that lack of effective compliance to water management policies, lack of community participation. Based on this finding it was recommended that authorities should facilitate public information and participation to promote more informed decision making and to enlist public support for purpose of improving the activities of River Basin Development Authority. Management should be encouraged to proffer an effective solution to water problem beyond the scope of the local management.

INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Water is fundamental for life and health. The human right to water is indispensable for leaving a healthy life in human dignity. It is a prerequisite to the realization of all other human right.
Worldwide 1.2 billion people are without access to safe water, consequently, water and sanitation related diseases are widely spread (Patrick, 2004). When human being do not have access to portable water, They not only suffer physically and emotionally but also socio-economically. This can be the cause of environment degradation (UNDP 2006). The main health problems especially in developing countries like Nigeria are poor access to portable water, poor hygiene and sanitation practices (Minte, 2002). In this case, supplying safe drinking water is critical importance. Realizing the critical importance of supplying portable water. National and regional government, local and international NGOs invest million of capital every year in developing countries to tackle the problem through the implementation of water supply project (Prolcopy, 2005).
However, constructing water supply system alone will not eliminate all problems especially in rural areas. Functionality, utilization by intended beneficiaries and resilience of water projects are important characteristics to be considered and integrated in order to achieve maximum benefits. Integration between beneficiaries and project suppliers in the decision and contribution as well as management in all phases need to be address.

1.2 STATEMENT OF THE PROBLEM
A report from water partner international indicate that the number of people who lack access to improved water supply could increase 2.3 billion water supply and sanitation assessment
Report also indicates the majority of the world’s population without access to improved water supply or sanitation services live in Africa and Asia. A study by Heins van damme report (2005) that nearly 250 million water and sanitation related disease are report every year with more than 3 million annually each day this amount to about 10,000 death in Nigeria, diarrhoeas diseases at least children most severely in Nigeria,
The consequence of poor water supply coverage in the country is severe; lack of access to improved water cause higher infants mortality rates and economic productivity, underweight, physical and mental problem.
Thus, it is in view of these problems that the researcher carried out this study to access the rural water supply management in Akwa Ibom State.

1.3 OBJECTIVES OF THE STUDY

To examine the challenges of water supply in rural community of Akwa Ibom State.
To examine the impact of rural water supply management on our rural communities.

1.5 SIGNIFICANCE OF THE STUDY

The study will guide and direct government agencies, (notably in Akwa Ibom State) in formulating policies related to rural water supply management.
The information gathered from this study is also expected to serve as the basis for social policy decision which will enable the government to design specific policies that will be beneficial to the community and will improve and enhance the efficiency of the corporation in Uyo.
It will help the government in meeting the demand for portable water of the rural communities in the State.

1.6 SCOPE OF THE STUDY
The focus of this study is on the assessment of Rural Water Supply Management in Akwa Ibom State, (A case study of Akwa Ibom State Rural Water and Sanitation Agency, Uyo.)

1.7 LIMITATIONS OF THE STUDY
This study has limited by the following constraints
Financial Constant: Inadequate funds affected the way data were collected since the research had to travel long distance for the distribution of the questionnaire forms.
Time Constraint: This concern reduction in the size of the sample use for the study because the researcher had only few month to complete the study.
Materials Constraint: Shortage of relevant material and ability to find appropriate material for literature review pose a great difficulty to the study.

1.8 ORGANIZATION OF THE STUDY
This research project was organized into five chapters. Chapter one was on the introduction which gives the background of the study, statement of the problem, objectives of the study, research questions, significance of the study, scope of the study, limitation of the study, organization of the study and definition of terms: chapter two covers literature review where various works of other authors were reviewed and also attempt was made to provide answers to the questions set out in chapter one; chapter three showed the research methodology, it highlights the methodology used in conducting this research project; chapter four data was presented, analyzed and interpreted, chapter five provided the findings, conclusion and the possible recommendations.

1.9 DEFINITION OF TERMS
Assessment: an opinion or a judgement about that has been thought about very carefully evaluation a detailed assessment of the risk involved his assessment of the situation.
Rural: refers to the areas in the country concern which are less densely populated.
Water: a liquid without colour, smell of taste that’s falls as rain, it may also be Lakes, Rivers and seas and is used for drinking, washing cooking etc.
Supply: an amount that is provided or available to be used the water supply medicines, fuel that are needed by a group of people for example an army expedition.
Management: is the process of reaching organisation goals by working with and through people and the other organisational resources.
