Abstract
The success of any organization depends on its human resources which determines the organizational level of productivity as well as the nature or quality of services rendered by the organization. This is why entrepreneur seek to employ high level manpower and develop the existing ones for effective and efficient productivity. Therefore, the existence of human resources shortage in government establishment with particular reference to imo state board of internal revenue owerri made the researcher to embark on this study. The researcher made use of primary and secondary sources of data collection. The primary sources include questionnaire and interview while the secondary sources include textbooks and journal. Also the researcher made use of simple percentage method in data analysis, based on data collected, the researcher found out that the shortage of human resources in the board was as result of withdrawal, and retirements without replacement, government policies and programmes, and the gamut of all other related vices which by implication causes delay in the production of annual rolling plan. However the researcher includes and recommends that the government should take necessary actions to ensure that every of its establishment are adequately staffed, good and improved renummeration should be given to its workers and there should be no more delay in payment of government employees.

1.0 INTRODUCTION
- BACKGROUND
OF THE STUDY
A research in these areas of insufficiency of the human
resources in various government establishment, focusing on the Imo State Board
of internal revenue Owerri. The problems of human resources shortage in
government establishments have become so obvious that it can neither be under
estimated nor over emphasized. People may be wondering why we still have
shortage in human resources supply while most able bodies youths and adults in
the society are responsible for this status quo.
Never the less, a number of investigation have been
carried out to prove the authenticity of the fact. That, “the abilities of the
personnel officers to sought out and employ befitting manpower, know the right
quality and quantity of manpower needed, inadequate motivation and staff
improvement method, retirements resignation and withdrawers without
replacement, government policies and programmes, class struggle and personality
clash as well as delay in the payment of government workers” have been
elucidated as being responsible for the shortage of workers in government
establishments particularly in the Imo state board of internal revenue owerri.
In addition, some interview with government worker and
officials revealed that government stopped employing human resources as far
back as 1984. This continued till 1986 when the structural adjustment programme
(SAP) was introduced. This invariably put embargo on recruitment until recent
times.
Finally, the question still remains how can we achieve
societal objectives without enough human resources? Can twenty people perform
the job of two thousand people? No way, this is due to the fact that human
resources are very vital in organization as it controls productivity and
coordination in an organization as well as determine the usefulness of other
resources in the organization. So the work is set to find out the causes,
effect and impact either positively or negatively to the organization and
society at large and then make recommendation.
